Cirvalina Ramos Longboy

OFCC President 2008 - 2009

     A relentless, dedicated, committed and a silent but effective community leader who puts others before herself, best describes the incoming Oahu Filipino Community Council (OFCC) president. The OFCC is the umbrella organization of Filipino unit organizations in the island of Oahu. As president of OFCC, she sits as a Board of Director (Ex-Officio) in the Filipino Community Center Board. She was the proponent of the motion to hire a fund raising administrator for the Filipino Community Center whose main duty is to raise funds for the Center.

     As an island council president, she also sits as a Board of Governor for the United Filipino Council of Hawaii (UFCH), the umbrella of the island councils of Filipino organizations in the State of Hawaii. Each island has an island council. She has served as chair for the most prestigious Filipino scholarship pageants (Miss Oahu Filipina and Miss Hawaii Filipina) last year.

     She was a commissioner (City & County Commission on the Status of Women) under Mayor Jeremy Harris and was again re-appointed by Mayor Mufi Hanneman in March 2006. During Mayor Harris term, she was the chair of the History Month featuring Filipino Achievers. A collection of the Filipino Women Achievers in the different fields of endeavor was on display at City Hall. She also was active in the voter registration committee and a staunched supporter of the Equity Act for girls in athletics which was authored by the Late Congresswoman Patsy Mink.

     As a state housing development specialist, she coordinated the self-help homes program in the fishing village of Milolii, in the Big Island and in Waimanalo Village. She also coordinated the collection of their lease fees and repayment of their housing construction loans. To date, residents of Milolii and Waimanalo Villages are enjoying the homes they built.

     She also coordinated the preparation and awarding of leases to the state-qualified lessees in Waikane and Waihole Villages in Kaneohe after the long controversial battle between the state and the lease applicants in those villages. She also coordinated the maintenance and repair of the Waihole Water System.

     After the department’s re-organization in 2000, she was assigned as a state housing property management specialist. She monitored the inspection and occupancy of assigned state housing projects; coordinated repairs, purchase requisitions and payments; and verified accuracy of tenants housing vouchers and payments.

     When she was vested as a state employee, she opted to take an early retirement to take care of her ailing parents. This didn’t preclude her from volunteering in the community. Whenever she could find someone to take good care of her parents, she was there helping others. She put others’ needs before hers.

• Home Manufacturing – 1963 - 1965 Fermented “Duhat” juice to make wine known to have curative effects on kidney disease; research was curtailed when she migrated to Hawaii in July of 1966.

Community Involvement:
     She set the record of the longest serving president of the Filipino Women’s Club. As president she was able to increase the number of scholarship recipients to four; FWCC won prizes for their float entry during the Filipino Fiesta parade; chaired the FWCC golden jubilee celebration where the Best Dressed Filipina was chosen and a Miss Charity Queen was selected (proceeds from the queen’s solicitation was donated to the Filipino Community Center); started the Scrap Quilts for the Elderly and Infants project; visited Elderly facilities and participated in their entertainment activities; volunteered for the Hawaii Food Bank, American Red Cross to name a few; and participated in all emergency fund raising projects of OFCC.

 

 

      Longboy is the seventh woman president of OFCC, since Matilda Molina[1978-1979], Maggie Domingo [1990], Marlene Manzano[1992-1994], Edith Pascua[1999-2001], Jenny Quezon[2003-2004] and Lynne Gutierrez[2005-2007].

   She has served in many Filipino and mainstream organizations in capacities, to name a few, such as:

     She is an active member and an outstanding member in Community Service of FALEA, an association of Filipino architects, land surveyors and engineers in the state of Hawaii. She is a member of Hawaii Association of Mapua Alumni (HAMA) and 2009 Ten Outstanding Mapua Alumni (TOMA) in Community Service sponsored by the National Association of Mapua Alumni (NAMA), a global association of Mapua Alumni. Recognition Gala will be held in Manila, Philippines in May 2009.

     She was the pageant chair of the two most prestigious Filipino Scholarship pageants, the 2008 Miss Oahu Filipina and the 2008 Miss Hawaii Filipina, both held in Oahu, Hawaii. Both pageants received numerous accolades.

     She’s the scholarship committee chair for Philippine Cultural Foundation of Hawaii (PCFH). Through PCFH, she coordinates the search for high school valedictorians of Filipino ancestry from both public and private high schools. The valedictorians are recognized every year by PCFH.

     She was the 2007 co-chair of the scholarship committee for OFCC who selected the Ten Outstanding Pilipino Students (TOPS) from all the public and private high schools in Oahu who are awarded their scholarship during the OFCC convention.

     She has been chair of the Finance Committee of various pageants such as the 1996 Mrs. Hawaii Filipina pageant and 2000 Ms. Millenium Pageant.

    She has also served as judge of various costume contest like the Kauai Terno Ball.

   Since her passion is serving the elderly and disadvantaged, she volunteers to feed the homeless at the homeless shelter and volunteers packing donated goods for the Hawaii Food Bank.

     She and her husband sponsored a malformed child from the Philippines to receive medical treatment at Shriners Hospital. They also provided scholarship grants to several college students from INCAT, Philippines to assist them continue their studies.

     She has continued to award scholarship to elementary school graduates in Barabar Elementary School, Ilocos Norte, Philippines. This scholarship foundation was founded by her mother, Valentina Ramos Longboy (deceased), a retired teacher of Barabar Elementary School.

Her Passion:
     Volunteerism is in her blood. She is an advocate of issues concerning Filipino workers and students. She would love to see the day when Filipinos attain the same stature as the mainstream ethnic groups in Hawaii and in the nation. She believes that our Filipino youth have a lot of potential with proper guidance and direction.

     When she was younger, her dream was to create a drink that would have medicinal value. She started her research using “duhat” ( java plum) to make “duhat” wine. She made the best tasting “duhat” wine in their town. A medical doctor took notice of her product and wanted to develop the product for export to the United States. At that time, they were looking for a “tonic” for kidney stone patients. Her project was curtailed when she migrated to Hawaii. She still dreams that one day she’ll have the luxury of indulging in her research.

     She loves to travel, read and write short stories. She’s very artistic and good with her hands. The several float entries she designed always placed in the Filipino Fiesta Parade (Mayor’s Award – Philippine Independence Centennial Celebration; First Place - Centennial Celebration of Filipinos arrival in Hawaii).

Her Family:

     She is married to Agustin Longboy, a property manager, with two married children Marcus (Donna) Longboy and Christine (Jim) Labrador and three grand children (Anthony, Calista and Keanu).
